Canada Eases Study Permit Rules for Graduate Students: Faster Processing and More Opportunities

At Delfan Immigration, we follow every important update from Immigration, Refugees and Citizenship Canada (IRCC) so students and newcomers can make the most of new opportunities. The latest announcement brings great news for graduate students who dream of studying, working and eventually settling in Canada.

Graduate students exempt from the study permit cap

Starting January 1, 2026, IRCC will exempt master’s and doctoral students enrolled at public institutions from the federal study permit cap. Graduate students applying for a study permit will no longer face limits on the number of approved applications. The change also removes the requirement for a Provincial Attestation Letter (PAL) for graduate-level programs, simplifying the process for qualified international students.

Two-week processing for doctoral students

Doctoral students and their eligible family members applying from outside Canada will benefit from two-week study permit processing through IRCC’s online system. This faster timeline lets PhD candidates plan with confidence, and makes it easier for accompanying family members to organize their own temporary resident visas or open work permits.

What this means for international students

This policy is a major advantage for anyone pursuing graduate studies in Canada, especially those who aim to transition later into permanent residency through Express Entry, the Canadian Experience Class (CEC) or a Provincial Nominee Program.

  • No study permit quota for master’s or PhD applicants at public institutions.
  • No Provincial Attestation Letter (PAL) required from 2026.
  • Two-week IRCC processing for doctoral students and family members.
  • Faster, more predictable study permit approvals.
  • A stronger long-term immigration pathway for international students.

From student to permanent resident

After completing a graduate program, students may qualify for a Post-Graduation Work Permit (PGWP), which allows them to gain Canadian work experience, a critical factor for Express Entry and permanent residence. Programs such as the Canadian Experience Class, the Federal Skilled Worker Program and many PNP streams often favour applicants with Canadian education and work experience.
